Guide to Competing for FEMA’s $1B BRIC Funding
METAIRIE, LA – After months of uncertainty, the Federal Emergency Management Agency (FEMA) has re-issued the Building Resilient Infrastructure and Communities (BRIC) Notice of Funding Opportunity (NOFO), unlocking $1 billion for hazard mitigation projects nationwide.
The application window closes July 23, 2026, so eligible applicants must move quickly to prepare and submit competitive applications.
For state, local, tribal, and territorial governments, this is a critical and time-sensitive opportunity to secure funding for infrastructure that protects lives, reduces long-term costs, and strengthens community resilience.
A Reset Opportunity. Not a Simple Resubmission.
FEMA has made one thing clear: Previous FY24 BRIC sub-applications submitted under the January 2025 NOFO will not be reviewed.
Applicants must:
- Re-assess projects
- Update scopes and data
- Align with the revised priorities
- Resubmit under the new NOFO
What FEMA Is Prioritizing
This round of BRIC funding emphasizes:
- Protection of critical infrastructure and services
- Projects with clear risk reduction outcomes
- Demonstrated cost-effectiveness (Benefit Cost Analysis [BCA])
- Strong alignment with Hazard Mitigation Plans (HMPs)
In short: well-scoped, data-driven, ready-to-implement projects will be prioritized.
Where Many Applications Fall Short
Even experienced applicants struggle with:
- Identifying eligible and competitive projects
- Developing credible Benefit-Cost Analyses (BCAs)
- Aligning projects with HMP requirements
- Structuring funding to meet cost-share obligations
- Navigating environmental and duplication of benefits (DOB) reviews
These are not just administrative hurdles. They often mean the difference between award and rejection.
