The Bipartisan Budget Act of 2018 was signed into law on February 9, 2018 and included $28 billion for the CDBG program, its largest appropriation in history. This funding represents a unique opportunity for grantees to pursue transformative enhancements to their communities’ resilience.

Where We Work

Civix has been on the ground assisting public sector clients to manage CDBG-DR funds in the aftermath of mega-disasters for over 20 years including the States of Louisiana and Mississippi after Katrina, the States of New York and New Jersey after Sandy, the State of Texas after Harvey, the Commonwealth of Puerto Rico after Maria, and the State of California after the 2017 & 2018 wildfires.

HUD has also deployed Civix to provide Technical Assistance in Puerto Rico, which is indicative of both the company’s expertise with the CDBG program and the level of trust it has established with federal partners.

While CDBG-DR funds require significant administrative capacity and regulatory knowledge to properly manage, they can also be used in conjunction with other federal funding sources to maximize resilience investments. Civix has experience working directly with the Corps of Engineers and FEMA and has helped numerous grantees to combine CDBG funds with other sources in compliance with multi-agency regulations.

This experience is critical given the alignment of flood control and mitigation programs across the federal government to promote investments in resiliency.

HUD’s focus has shifted from simply replacing what was lost in a disaster to building back stronger and more resilient against future hazards.

This shift was most evident through HUD’s 2015 National Disaster Resilience Competition (NDRC). Since 2015, Civix has supported six of the thirteen NDRC grantees to develop successful applications, secure funding, and implement award-winning projects. Civix collaborated with regional partners to develop multi-jurisdictional approaches and engaged private and philanthropic partners in the process. The NDRC has served as the pilot program over the last five years for HUD’s upcoming mitigation initiative, and Civix’s extensive involvement with HUD-funded resilience projects is unmatched.

RECOVERY PORTAL

Track and report on large-scale recovery and resilience efforts with Civix’s Recovery Portal. The web-based application aggregates disaster recovery data sources into custom reporting geographies and provides real-time snapshots of allocated, obligated, and disbursed recovery funding from HUD, FEMA, and other federal sources.

Resilience initiatives may involve infrastructure, housing, transportation, economic development, assistance to vulnerable populations, land use, and zoning. These projects are different from the housing programs that CDBG-DR typically supports.
